Both class 10th and 12th should be passed from UP Board or UP-based institute, OR Must have a valid UP Domicile Certificate. Such students can apply for admission in both Government and Private MBBS and BDS colleges.

Other State Students are Eligible only for Private MBBS and BDS colleges. Students from other states are not allowed for Government Medical Colleges seats.

Uttar Pradesh NEET UG Counselling 2025: Registration Fee and Security Amount

Two types of fees are charged during UP NEET counselling:

Registration fee of ₹2000, which is mandatory and non-refundable for all students.

Security amount, which varies as per counselling type and is refundable if the student does not get admission in any college.

Course & Eligibility Security Amount
Government MBBS/BDS (Uttar Pradesh students only) ₹30,000
Private MBBS (Uttar Pradesh & Other States students) ₹1,00,000
Private BDS (Uttar Pradesh & Other States students) ₹1,00,000
Government + Private MBBS (Combination – UP students only) ₹1,00,000

For example, if a UP resident student wants to get counselling in all three options of Government MBBS, Government BDS and Private MBBS, then he will have to deposit a security amount of ₹1 lakh.

UP NEET Counselling 2025: Merit list and choice filling process

For students who have completed both registration and fees on time, the merit list will be released by 28 or 29 July.

The merit list will contain the state rank of the students, which will be used in the next stage of counselling i.e. choice filling.

Choice filling will be done only for those students who have completed the registration.

During choice filling, students have to fill in their preferred colleges and courses in order of preference, and locking is mandatory at the end.

If locking is not done, the choices filled will be considered invalid. Allotment will not be done without locking.

Free exit and security amount refund rules

The first round of UP counselling is the free exit round. If a student is allotted a college but does not join it, his security amount will not be forfeited.

From the second round onwards, if someone is allotted a college and does not join, the security amount will be forfeited.

Special rules in the stray vacancy round

One of the unique features of UP counselling is that if a student has taken admission in a government BDS college in the third round, he can still participate in the stray vacancy round of government MBBS.

This facility is not available in other states or MCC counselling, where no changes are allowed after the third round.

Clarity on hidden charges in private colleges

Many students are confused about “hidden charges”. No separate hidden fees have been determined by DGME.

Some private colleges may charge fees such as discipline fines, attendance fines or extra activity charges. These are not mandatory but are based on the behaviour and attendance of the students.

It is advised that students plan by adding ₹2-3 lakh extra to the total estimated expenditure so that they do not face any unexpected charges later.
