UP NEET UG 2025 Counselling: Every year, lakhs of students dream of starting their medical career by clearing the NEET exam, but the real race begins after NEET – that is, counselling. For the students of Uttar Pradesh, and especially those who want to get an MBBS or BDS seat in a medical college in UP, an official government order has been issued by the DGME (Directorate General of Medical Education and Training, UP) on 18 June 2025. This document gives a lot of detailed information about the counselling process.

But one thing to note here is – only the notice has come, counselling has not started. The date of UP counselling will come only after the counselling of MCC, which is likely around the end of July or early August.

UP NEET UG 2025 Counselling: Who is eligible? Eligibility rules are straight and clear.

Only those students can get MBBS or BDS seats in UP government colleges who have either studied both 10th and 12th from UP, or who have a domicile certificate of UP. If a student has done only the 10th or 12th from UP, then he will have to provide domicile as well.

If students from other states want to get a seat in a government college in UP, then the only way for them is MCC (All India Quota). Yes, there is no restriction for private colleges, whether the student is from UP or from any other state.

UP NEET UG 2025 Counselling: Registration fee and security amount

Every year, there is confusion among students regarding registration and the security amount in UP NEET counselling. The table given below will make it clear how much amount has to be paid for which college/course:

The registration fee is payable by all students and is non-refundable, while the security amount is refundable in case the student does not get a college or leaves the college on time (by resigning). But if you take a seat and do not join — the amount will be forfeited.

UP NEET UG 2025 Counselling: Document Verification and Nodal Office Process

Document verification is a very important step in UP counselling. However, for most students, this process is completed online. The documents you upload at the time of registration — such as mark sheet, domicile, and reservation certificate — automatically reach the nodal office and are verified online from there.

Only in case of any problem or rejection, the student is called for offline verification. And when the college is allotted, only then the student has to go to the nodal office and submit the documents and fees.

UP NEET UG 2025 Counselling: Reservation rules and quota information

The reservation system in UP NEET counselling is at two levels — vertical (caste based) and horizontal (special quotas like women, NCC, PWD, etc.).

Vertical Reservation:

Some government medical colleges (like Ambedkarnagar, Kannauj, Jalaun, Saharanpur) have more seats reserved for SCs – up to 62 out of 85 seats.

Horizontal Reservation:

Rounds of counselling – understand the whole game

UP NEET counselling has a total of 4 stages:

First round, second round, third round and stray vacancy round.

There is a free exit facility in the first round, i.e. if you get a seat and do not join, then there is no penalty.

If you get a seat in the second round and do not join, the security amount will be forfeited.

In the third round, 50% of the tuition fee can also be deducted for upgradation and leaving the seat, especially in private colleges.

The stray vacancy round is the most critical. To participate in it, all students have to register again and if you take a seat and do not join, you will also be barred from participating in UP NEET counselling next year.

The biggest warning: What if you leave the seat after joining?

If a student joins a seat in any round (especially a stray vacancy) and then leaves the college before completing MBBS, then two major penalties are imposed on him:

1. The entire security amount will be forfeited.

2. He will be debarred from the next year’s counselling of UP NEET.

So those who plan a partial drop after taking BDS also have to be careful here. You cannot try for MBBS next year after taking BDS if you have joined a BDS college in the stray round and left it.

Understanding and time management is necessary at every step. From choice filling to document verification and fee submission, do everything carefully. Any mistake can affect not only this year but also next year’s chances.
